Keystone is a unicorn NPC located in south of Midway Village, and north of the wheat farm in The Heartlands. Considering his dialogue, it seems he might be misplaced as he should be located in the Cemetery. But after completing a quest given by Tumbleweed, you be able to find out the reason why he's at the Cemetery in the 'Dead and Gone' quest.
